The City of Hudson used the Intelligent Community Forum (ICF) nomination process as a way to use service data science to analyze their Actions. The ICF framework allowed the underlying knowledge to be categorized under six indicators: Broadband, Knowledge Workforce, Innovation, Digital Equality, Sustainability and Advocacy. Consequently, the ICF Top 7 projects formed a baseline for comparison purposes. They are summarized below as Action Cards. The analysis lens also helped the city to identify gaps in services and New Actions. Using this service data science method allowed the city to respond to the “Business Leaders’ Advisory Board” who asked: “Now that we have Hudson’s Velocity Broadband, what does a sandbox to leverage its use, look like? ” The Hudson Helix Sandbox and enabling technology was therefore conceptualized to spark innovation and improve collaboration across the ten entities in its ecosystem (Figure 1) by making the Action results ‘open’ and visible for citizen co-creation.
